شریفوں کا امتحان، مشرف طیارہ لاہور موڑنے کا پلان
لاہور (شفیق اعوان) جنرل مشرف کے پاکستان واپسی کے اعلان کے بعد اب پیپلز پارٹی حکومت یہ سوچ رہی ہے کہ اگر جنرل پرویز مشرف دوبئی سے پاکستان لوٹتے ہیں تو ان کا طیارہ کراچی کی بجائے لاہور اتارا جائے اور انتقام سے بھرے اور چار سال سے مسلسل دعوے کرنے والے شریف برادرز کو موقع دیا جائے کہ وہ اپنی دھوان دھار دھکیوں پر عمل کرتے ہوئے جنرل مشرف کو نواز شریف کو بارہ اکتوبر کو ہتھکڑیاں لگوا کر وزیراعظم ہاؤس اسلام آباد سے گرفتار کرنے کے الزامات پر اب گیارہ برس بعد پنجاب پولیس کے ہاتھوں گرفتار کر ا لیں۔
پیپلزپارٹی ذرائع نے دعویٰ کیا ہے کہ کراچی میں جنرل پرویزمشرف کے جلسے کے بعد پیپلز پارٹی کے چند سرکردہ لیڈروں نے سر جوڑ کر یہ تجویز ڈسکس کی ہے کہ اگر جنرل مشرف اپنے وعدے کے مطابق جنوری کے آخر میں لوٹتے ہیں تو پھر بہتر ہوگا کہ انہیں کراچی کی بجائے لاہور ائرپورٹ پر اترنے دیا جائے۔ پارٹی لیڈروں کے خیال میں اس کا مقصد یہ ہے کہ عوام اور میڈیا دیکھ سکیں کہ شریف برادران جو پچھلے چار سالوں میں پیپلز پارٹی پر اتنی تنقید کرتے رہے ہیں کہ اس پارٹی نے جنرل مشرف کو گرفتار کر کے ان پر مقدمہ چلانے کی بجائے گارڈ اف آنر دے کر ایوان صدر سے روانہ کیا ا، اب وقت پڑنے پر اتنی جرات نہیں کر سکے کہ وہ خود انہیں گرفتار کر سکتے جب وہ پنجاب میں اقتدار میں تھے۔
ذرائع کا کہنا ہے کہ جنرل مشرف سعودیوں سے ملنے کے بعد پاکستان واپس آئیں گے اور ان ملاقاتوں میں وہ سعودی بادشاہ سے نواز شریف پر دباؤ ڈلوائیں گے کہ وہ ان کی واپسی پر کوئی مسئلہ کھڑا نہ کریں۔ پیپلز پارٹی کی قیادت پہلے ہی امریکن دباؤ پر یہ فیصلہ کر چکی ہے کہ جنرل مشرف کے خلاف کوئی مقدمہ وہ اپنی طرف سے قائم نہیں کریں گے خصوصاً وہ آرٹیکل چھ کے تحت ان پر غداری وغیرہ کا کوئی مقدمہ نہیں چلائے گی۔
آرٹیکل چھ اس وقت کسی شخص پر لگ سکتا ہے جب وزارت قانوں ایک ریفرنس بنا کر پارلیمنٹ یا عدالت کو بھیجے اور آج تک جب سے یہ قانون بنا ہے اس کا کسی حکومت نے استعمال نہیں کیا۔ کہا جاتا ہے کہ بھٹو صاحب نے انیس سو تہتر کا آئین بناتے وقت اس بات کا خاص خیال رکھا تھا کہ اس قانون کا استعمال صرف حکومت وقت کر سکے گی کیونکہ انہیں یہ بھی خوف تھا کہ اگر یہ حق کسی عدالت یا دوسرے ادارے کو دیا گیا تو پھر ممکن تھا کہ ان کے اپنے مخالفیں ان پر مشرقی پاکستان کے حوالے سے لگنے والے الزامات پر آرٹیکل چھ کے تحت کارروائی بھی شروع کرا سکتے تھے۔ یہ علیحدہ بات ہے کہ فوج نے پھر بھی کوئی نہ کوئی بہانہ بنا کر انہیں پھانسی پر لٹکا دیا تھا۔
نواز شریف وطن واپسی کے بعد مسلسل یہ مطالبہ کرتے آئے ہیں کہ وہ جنرل مشرف پر بغاوت اور غداری کا مقدمہ چلائیں گے۔ نواز شریف اپنے مذاکرات میں بھی پیپلز پارٹی حکومت پر دباؤ ڈالتے رہے ہیں کہ وہ جنرل مشرف کے خلاف کاروائی کریں۔ تاہم پیپلز پارٹی کی حکومت اب تک ان کے خلاف کوئی کارروائی کرنے سے انکاری رہی ہے اور اس وجہ سے ان پر مسلم لیگ نواز بھی تنیقد کرتی آئی ہے۔ اس بیک گراونڈ میں اب پیپلز پارٹی کی حکومت یہ سوچ رہی ہے کہ بہتر ہوگا کہ جنرل مشرف کے معاملے پر مسلم لیگ نواز کو بھی ایکسپوز کیا جائے کہ اگر پیپلز پارٹی جنرل مشرف کے خلاف بیرونی دباؤ پر کوئی کارروائی نہیں کر سکی تھی تو پھر لوگ یہ بھی دیکھ لیں کہ پنجاب میں حکومت ہونے کے باوجود شریف برادرز بھی اتنی جرات نہیں کر سکیں گے کہ وہ پاکستان آرمی کے سابق سربراہ کو ائیر پورٹ پر گرفتار کر لیں۔
ذرائع کہتے ہیں کہ پنجاب حکومت کسی صورت میں بھی جنرل پرویز مشرف پر ہاتھ نہیں ڈال سکے گی اور اس بات کو پیپلز پارٹی آنیو الے دنوں میں استعمال کر سکے گی کہ جب موقع آیا تو جنرل مشرف پر مقدمات قائم کر کے کارروانی کرنے سے ڈر گئی تھی۔ یوں پیپلز پارٹی نے اپنے اوپر لگنے والے اس الزام کو دھونے کا فیصلہ کر لیا ہے کہ صرف وہ اکیلے جنرل مشرف کے خلاف ایکشن لینے سے خوفزدہ نہیں تھے، ان کے جانی دشمن شریف برادران بھی وقت پڑنے پر بھاگ گئے تھے۔ | |

LAHORE - Pakistan Tehreek-e-Insaf (PTI) central executive committee’s important meeting will be held on January 14 in Lahore where Javed Hashmi is likely to be chosen as the party's president, media reported on Tuesday.
Media quoted sources as saying that the meeting would discuss various party-related issues, including amendment in the party's constitution, extension of the central executive committee (CEC) as well as the core committee, strategy of the coming elections and the allocation of designations to recently joined leaders.
“The CEC will also discuss the matter to elect Hashmi as the president of the party,” sources said.

این آر او فیصلہ: ججوں کے خلاف ’مقدمہ بغاوت‘ کی قرارداد تیار
اسلام آباد ( رؤف کلاسرا) صدر آصف زرداری اور وزیراعظم یوسف گیلانی نے ایوان صدر میں منگل کی رات گئے اپنی اتحادیوں جماعتوں کے ساتھ مل کر ایک غیر معمولی فیصلہ کیا کہ جمعہ کو قومی اسمبلی کے اجلاس میں مشترکہ قرارداد پاس کرائی جائے گی جس میں کہا جائے گا کہ جس ریاستی ادارے نے پارلیمنٹ، وزیراعظم یا صدر پاکستان کے خلاف کوئی کارروائی کی اسے بغاوت تصور کیا جائے گا اور ان کے سربراہوں کے خلاف آرٹیکل چھ کے تحت مقدمے درج کرکے کارروائی ہوگی۔
اسی طرح کی قرارداد چاروں صوبائی اسمبلیوں میں بھی پیش کی جائے گی تاکہ عدالتی اور فوجی اداروں کو یہ پیغام بھیجا جائے کہ جو بھی پارلیمنٹ یا حکومت کی بے حرمتی کرے گا اسے بغاوت تصور کیا جائے گا۔
ایوان صدر میں ہونے والی اس میٹنگ میں یہ بھی فیصلہ کیا گیا کہ اگر وزیراعظم اور پارلیمنٹ کی بے حرمتی کی گئی تو اب ان اداروں کے سربراہوں کو پارلیمنٹ میں طلب کیا جائے گا اور ان کے خلاف کارروائی ہو گی۔ ذرائع کا کہنا ہے کہ ایک اور فیصلہ یہ بھی کیا گیا کہ اگر کچھ اداروں نے پارلیمنٹ کے ادارے کو نقصان پہنچانے کے کوشش کی تو پھر قومی اسمبلی اور سینٹ کے تمام ارکان پارلیمنٹ ہاوس میں جمع ہوں گے اور اس فیصلے کو ماننے سے انکار کر کے وہ پارلیمنٹ ہاؤس میں اپنا اچلاس جاری رکھیں گے اور اگر فوج مداخلت کرتی ہے تو پھر دیکھا جائے گا کہ کیا کرنا ہے۔
ذرائع کا کہنا ہے کہ ان اہم فیصلوں کی تائید حکومتی جماعت کی اتحادی جماعتوں نے بھی کی اور سب نے اپنی حمایت کا اعلان بھی کیا۔ ذرائع کا کہنا ہے کہ ممکن ہے کہ یہ قرارداد بھی اتحادی جماعت کا کوئی ایم این اے ہاؤس میں پیش کرے تاکہ یہ پیغام بھیجا جائے کہ یہ صر ف پیپلز پارٹی کی حکومت کا فیصلہ نہیں تھا بلکہ اس میں سب اتحادی بھی شامل ہیں۔ ذرائع کے مطابق صدر زرداری پہلے دن سے ہی ان سخت اقدامات کے حق میں تھے لیکن ان کو یہ مشورہ دیا جارہا تھا کہ بہتر ہوگا کہ محاذ آرائی سے گریز کیا جائے۔
تاہم منگل کو سپریم کورٹ کے این آر او فیصلے میں پیش کیے گئے چھ نکات کے بعد حکومت نے فیصلہ کیا کہ اب بہت ہو گیا اور اب مزید عدالت کو خوش کرنے کی کوشش نہیں کی جائے گی۔ میٹنگ میں اس بات پر شدید غصے کا اظہار کیا گیا کہ کورٹ نے براہ راست پارلینٹ پر حملہ کیا ہے اور کہا کہ وزیراعظم بے ایمان شخص ہیں جنہیں اب وزیراعظم رہنے کا کوئی حق نہیں۔ اجلاس کے شرکاء کا خیال تھا کہ وزیراعظم کو بے ایمان کہہ کر پوری پارلیمنٹ کو ذلیل کیا گیا جو کہ عوام کی توہین ہے جنہوں نے اس پارلیمنٹ کو منتخب کر کے بھیجا، جس نے وزیراعظم چنا جسے تمام جماعتوں نے ووٹ دیا تھا۔
شرکاء کا خیال تھا کہ اس طرح کے ریمارکس دے کے دراصل عدالت نے اپنی حدود سے تجاوز کیا ہے اور اب وقت آگیا ہے کہ پارلیمنٹ کو اپنی حرمت بچانے کے لیے عملی اقدامات اٹھانے پڑے گے اور اس سلسلے میں جمعرات کو قومی اسمبلی کے اجلاس کی حمکت عملی بھی طے کی گئی۔ تاہم فیصلہ کیا گیا کہ یہ قرارداد جمعہ کو پیش کی جائے گی کیونکہ جمعرات کو اجلاس ایم این اے عظیم دولتانہ کی ایکسڈنٹ میں وفات پر فاتحہ کرنے کے بعد اگلے روز تک کے لیے ملتو ی ہو جائے گا۔
اس سے پہلے منگل کو سپریم کورٹ کے فیصلے کے بعد پورے سیاسی نظام کو ایک خوفناک جھٹکا لگا جب عدالت نے اپنے چھ نکات پر مشتمل سفارشات سپریم کورٹ کے ایک لارجر بنچ کو پبلک کیں۔ ان سفارشات میں وزیراعظم اور دیگر اعلیٰ حکومتی عہدے داروں کے خلاف این آر او کیس پر عمل درآمد نہ کرنے کے الزامات پر توہین عدالت کی کارروائی کرنے کی سفارش کی گئی تھی اور ساتھ میں کہا گیا کہ ایک کمیشن بنایا جائے جو این آر او فیصلوں پر عمل درامد کو یقنی بنائے یا پھر عوام کو حق دیا جائے کہ وہ اس کا فیصلہ کریں۔
تاہم میڈیا میں ان چھ نکات پر خاصی بحث چھر گئی کیونکہ یہ عدالتی تاریخ میں پہلی دفعہ ہوا تھا کہ کسی چھوٹے بنچ نے اپنی چھ نکاتی سفارشات کو لارجر بنچ کے سامنے خود بھیجنے کے بجائے اسے میڈیا کے سامنے عدالت میں پڑھ کر سنایا اور کہا گیا کہ سولہ تاریخ کو ہونے والے لارجر بنچ کے کیس میں ان نکات پر غور کر کے کوئی فیصلہ سنایا جائے۔ اس فیصلے میں کہا گیا ہے کہ آئین کے آرٹیکل باسٹھ کے تحت وزیراعظم گیلانی کو نااہل بھی قرار دے کر سزا دی جا سکتی ہے کیونکہ انہوں نے اپنے عہدے کے حلف کا پاس نہیں کیا تھا اور وہ ایک بے ایمان وزیراعظم ثابت ہوئے ہیں۔
پاکستان میں ان چھ اہم نکاتی عدالتی سفارشات کے بعد چھڑنے والی شدید بحث سے یہ سوالات جنم لے رہے ہیں کہ آیا کچھ اہم اداروں نے فیصلہ کر لیا ہے کہ ہر قیمت پر پیپلز پارٹی کی حکومت کو سینٹ کے انتخابات سے قبل فارغ کر دیا جائے گا اور اب عدالت کو استعمال کر کے حالات کو اس نہج پر لے آیا گیا ہے کہ جہاں موجودہ حکومت کے مارچ تک چلنے کے امکانات بہت کم ہیں، خصوصاً جب عدالت نے براہ راست وزیراعظم گیلانی کے خلاف توہین عدالت کی کارروائی کا واضح طور پر کہہ دیا ہے۔ ذرائع کہتے ہیں کہ جس انداز میں گیلانی حکومت کے خلاف فوجی اور عدالتی ادارے یکدم متحرک ہو گئے ہیں، اس کے بعد یہ ممکن نہیں رہا کہ ملک کے موجودہ حالات اس طرح چلتے رہیں کیونکہ اب چند سروں کی قربانی کا وقت آگیا ہے۔
ایک سوال کے جواب میں کہ آیا یہ سر ججوں یا جرنیلوں کے ہوں گے، تو ایک مبصر کا کہنا تھا کہ یہ سوال ہی بیہودہ ہے کیونکہ حسب روایت یہ سر سیاسی حکومت کے سربراہوں کے ہی ہوں گے، جو بغاوت ریاست کے چند اداروں کے خلاف آرٹیکل چھ کی آئینی شق کو لاگو کرنے کے لیے پارلیمنٹ کو اپنے دفاع کے لیے استعمال کرنے کی آخری کوشش کرنے والے ہیں۔ | |

Mr. Ijaz Khan Jazi had some baklash after losing by elections in NA-55 and I being a witness of that campaign still of the view that it was not the fault of Mr. Jazi but the contest was unfortunately made "one on one" (Sheikh Rasheed vs. Nawaz Shareef) and even the most Pious candidate of Jamat -e- Islami could not get their own votes. Otherwise Mr. Jazi Khan has a good vote bank in the area and has roots on ground. He almost won a Provincial Assembly seat in 2002 and was runner up as an Independent in NA 55 by election in 2008-09 when JAved Hashmi vacated this seat.
He joined PTI when no electable was joining us. We should support him poltically. He may have some flaws (as no one is flawless) but still deserve respect from the workers/leadership. I also heard from Imran Khan that he personally like Mr. Jazi. But unfortunately a perception is being made (PML-N is on forefront to malign Mr. Jazi) that we lost the by elections due to his candidacy. We should not lose a true political worker, if Q-League and Musharraf staunch supporters can join us why not Mr. Ijaz Khan Jazi can be adjusted?

2 more Q league NA memebrs from abbot abad met Chaudhary Nisar and Shahbaz sharif and joined PMLN.
Now our representative on tv must expose PMLN.As PMLN always try to defame PTI by saying that 96% Q league members joined PTI.Its our duty now to expose PMLN JHOOT in tv shows by presenting names of all Q-leagues members who joined PMLN.And make cross on PMLN propoganda against PTI.

Chasing a pipe dream: Three reasons why Thar coal will not save Pakistan

To borrow and contort a famous turn of phrase from Matt Taibi’s now legendary piece of investigative journalism about Goldman Sachs, “the first thing you need to know about [global energy conglomerates] is that [they are] everywhere. The world’s most powerful [industry] is a great vampire squid wrapped around the face of [earth], relentlessly jamming its blood funnel into anything that smells like [fossil fuels].”
That is the image you need to wrap your minds around if you want to understand why Thar coal is not the lamp that will summon the jinn, to fix all of Pakistan’s energy and economic problems if only rubbed the right way by that right clean, patriotic leadership of lore. You need to envision this monster squid sticking its tentacles down every hole that smells even remotely of juice and then you need to ask yourself, doesn’t the brandished juiciness of Thar’s coal reserves sound succulent enough for that behemoth to have stuck its arms deep into it by now. After all, it’s already here, not even miles away from Thar in gas fields from Bhit to Qadirpur, quietly sucking up fossil fuels from innumerous holes. If BP, Eni, MOL and others can find a way to drill, build and operate in Sindh, why haven’t Peabody Energy got a whiff of all that solid black gold buried underground yet and come looking for it. The answer to that question, unfortunately for Pakistan, is that, unlike the gas and the oil, and the copper to the west in Balochistan, the coal simply isn’t worth it. It isn’t worth the trouble, worth the bureaucratic hassles, worth braving the security risks, worth going half-way around the world for. It isn’t worth it in terms of bare dollar amounts, in terms of ecological economics or in terms of energy return on energy input. Now, don’t make a mistake here. There’s significant amount of energy to be had from Thar’s coal reserves, but in the national context. Not in the global context. If someone tells you Thar’s coal reserves are the largest, or the second largest, or even in the top ten in the world, ask them for their sources. They are wrong.
Why the numbers don’t add up
According to the World Energy Council, Pakistan has a little more than 2,000 million tons of proven recoverable coal reserves. That number is supported by British Petroleum’s similar estimates and contrasts with the Sindh Government’s total predicted estimates of about 2,357 million tons (this number does not include ‘indicated’ and ‘inferred’ reserves). This compared with Germany’s lignite reserves of about 40,600 million tons and India’s reserves of about 4,500 million tons seems small. Pakistan’s coal reserves are in effect only the 134th largest coal reserves in the world. But if you want to know what a resource is really worth, you need to rely on the word of someone who’s willing to pay for it. The last company that was willing to invest in Thar’s coal reserves, the Shenhua Group China, estimated that they could produce about 3.5 million tons of coal per year from the mines, which they translated into 600 MW of power generation. Pakistan’s energy shortage is now in the thousands of megawatt per day.
It is important to measure the potential of Thar coal in terms of megawatts of power per day because the kind of coal that Thar has, is of little use besides conversion to electricity onsite. Lignite, which is the least energy intensive form of coal, according to some definitions, is not coal at all. In fact, it is considered a dirty energy source lying somewhere on the spectrum between coal and peat with carbon content between 25% to 35%. The fixed carbon content of Thar coal is less than 22%. The low carbon content translates into low energy generation capacity, which means that if energy is invested into transporting the lignite from source to point of consumption, the net energy output of the mining, extraction, transportation and conversion process becomes less than zero; you end up investing more energy making energy out of coal than you get out of it in terms of megawatts. In order to get any energy out of lignite, it has to be converted into electricity almost entirely onsite; where it is being mined. Which brings us to the first reason why Thar coal will not save Pakistan.
There isn’t enough water
The methodology of getting lignite out of ground is called strip mining. You basically dig a big hole in the ground and the more coal you get out, the bigger the hole gets. Strip mining requires extensive amounts of water depending on the methodology used with estimates varying from 10 to 150 gallons of water for one ton of coal mined. Assuming minimum water requirement, mining 3.5 million tons of coal per year would require 35 million gallons of water per year or roughly about 100,000 gallons of water per day. Power production has further extensive water requirements. Sindh government is assuring investors an eventual water supply of about 300,000 gallons of water per day. Where is this water going to come from? Pakistan is a “water stressed” country on the verge of “water scarcity”, with the people of Thar being the most deprived in a nation of water deprived people. Yes, we are an energy starved nation, but more so than that we are a thirsty nation, who’ve let one of the richest water resource regimes in the world go to waste through lack of development and irresponsible usage. Make no mistake about it, the energy gained through Thar coal will come at a cost of water loss to the people who can least afford it. What complicates the matter even more is the fact that mining for coal in an area where the primary source of drinking water is subsurface aquifer, can end up contaminating the water supply of a very vulnerable population. Especially when, as in Thar, there are connected aquifers, above, within and below the coal zone.
Magic bullets don’t work
The impracticality of the water situation has lead some in Pakistan’s scientific elite to consider unproven technologies. Underground Coal Gasification (UCG) is one such technology.
Unfortunately though, the risk of aquifer contamination is highest in UCG of all the techniques of extracting energy from underground coal. UCG is an experimental methodology where coal is not mined but sparked underground and the gas generated through this combustion is collected through wells. While this methodology does not have the high surface footprint and risks of strip mining, it offers extensive water contamination opportunities as the gas generated through combustion underground is hard to control. It can never be guaranteed to not mix with the subsurface water . But that’s the least of the problems with UCG. The experimental nature of UCG means that there are very few places in the world where this technology has been successfully implemented. No commercial UCG production wells exist and there are very few experts; individuals or companies who are competent enough to execute UCG projects flawlessly. UCG projects are economically feasible only if the coal reserves cannot be reached through traditional means and that is not the case here. Also, UCG is only recommended in coal beds which are isolated from aquifers. That is not the case in Thar either. So let’s recap; UCG is an experimental methodology that people at the helm of the UCG project in Thar have no expertise or experience in, there is no need to implement UCG in Thar and the technology if implemented will most certainly contaminate the only water source of a very vulnerable population.
The reason some of the claims of the UCG project leadership about potential of the project sound too good to be true, is because they are. The key to remember here is this; magic bullets don’t work. And miracle cures, more often than not, turn out to be nothing more than snake oil.
Thar coal is not a sustainable energy source
There is a litany of environmental problems associated with coal mining and electricity generation, with coal being the “dirtiest” of all fossil fuel sources, but environmental problems are not the real reason why Thar coal will not save Pakistan.
Thar coal cannot solve our energy problems, balance our budget, put food on every deprived Sindhi household’s table or lift Pakistan out of poverty, because coal is a fossil fuel and a finite resource. To understand the significance of this statement, think about this. When Sui gas was discovered in 1952 it was estimated that this energy source will last us for at least a hundred years. We were all set for three generations. For a hundred years we knew our stoves will stay warm, literally. Then, growth happened. Lots of it. Suddenly, unbelievable as it may have seemed once, we’d run out of gas. Gas was gone.
In terms of net energy, Thar’s reserves are a fraction of the embarrassment of riches that was found in Sui six decades ago. At current growth rates, they will last us no longer than twenty five years. What then?
This is not to say that we shouldn’t exploit Thar’s energy potential. By all means, we need to tap that resource as soon as possible — giving due consideration to environmental concerns of course — and exploit as much of it as we can without hindering on the water rights of the locals. But we must not forget that despite being a potential medium term respite, Thar coal is no solution to Pakistan’s long term energy problems. Pakistan has extensive wind and hydel renewable potential. Small dams along the stretch of Indus and the sprouting of wind farms along our beautiful jagged coast are the only truly sustainable options that can secure Pakistan’s energy future.
