For some reason there is always an underlying assumption that if we are to revisit the number of provinces (administrative units) we must do so based upon the prevailing system. This, in my opinion, is a flawed stratagem.
The reason why smaller administrative units are being considered is because the present system is not fit for purpose. I suppose in a roundabout way I am simply stating that if we decide to revisit the issues of administrative units (provinces) then it must be done with a clean slate, and not based on a flawed legacy system.
Example:
If we are to dissolve current provinces and make the previous divisions the largest administrative unit then why retain ‘provincial assemblies’? 30 such bodies will create a huge redundancy of effort and especially in a federated state.
We already have a model for the Local Body Government based on three tiers (Union, Tehsil, City/District). We could revive the Divisions of old and have a Direct Elect Governor for each 'Division' who administers the divisional workings of Federal departments. This will reduce governing expenditure and also strengthen a federated tie between each Division (province) and the Federal Government.
Changes should be made, but (as the cliché goes) why throw out the baby with the bath water?
