Elections 2010 in PTI International Organisation
Preface:
After advice from many quarters and due deliberations by the International Steering
Committee, the Office of the Secretary General is pleased to announce procedures for
membership and elections along the following principles:
1. The primary organization within a city/ district, state or country will consist of at
least 30 paying members and will be designated as a Chapter.
2. There would be only one Chapter in each city/district (except as in # 3 below)
3. A city in which the membership exceeds 60 may be divided into two or more
Chapters of 30 members or more each, upon application by member/s stating the
justification and geographic demarcation for the same to the ISC. The ISC may
do so if there is enough justification for the same.
4. Each Chapter will elect the following office bearers:
a. President
b. Vice President
c. General Secretary
d. Finance Secretary and
e. Information Secretary
5. The term of the Office Bearers shall be one year.
6. If there are more than two chapters in a country the above elected officers will
elect the Country Body (details of which shall be provided at the next stage).
Preparation for Elections:
1. All existing bodies and appointments are being dissolved in the following
countries (others may follow soon):
1. USA 2. UK
3. Canada 4. Australia
5. Belgium 6. Japan
7. Spain 8. UAE
2. Existing Coordinators or heads of Chapters in cities are hereby being reappointed
under the new designation of Membership Coordinator for a particular city.
3. Existing Country Coordinators or head of Country Chapters are being reappointed
as Membership Coordinators for the major city of that country. They would be responsible until elections for the Chairman’s visit/s to that country and would
also continue to help members and coordinate with ISC to implement this plan.
4. The same shall apply to UK where the body was dissolved earlier and the past
Coordinator/s are being reappointed in the manner described above.
5. Many Membership Coordinators can be appointed in a single city on application
to the immediate past country coordinator or to the ISC in case of delay.
6. The tenure of all Membership Coordinators shall last until elections are
announced. Where elections cannot be held, the ISC will reappoint or change.
7. Membership Campaign shall continue, or re-launch where it was discontinued.
8. Membership list for elections will close on April 4th 2010 and shall be sent to the
Election Commissioner with copy to Secretary of the ISC.
a. To be eligible to vote a member should have paid six month membership
dues (January 2010 to June 2010).
b. Membership dues are $ 10 per month (rounded off to10 Canadian Dollars,
5 UK Pounds, 10 Australian Dollars, 7 Euros, 900 Yen, 3 UAE Dirham)
c. Payments have to be made before the last date of closure of membership
and:
i. Can be made together for six months.
ii. Can be made by cheque received before last date.
iii. Into Paypal directly by credit card.
iv. As cash collected by one person and he/she can pay on behalf of
many.
d. The following details of each member are a must
i. Name
ii. Address
iii. At least one of the following
1. Email address (preferable)
2. Cell Phone Number
Rules for Elections:
1. Upon closure of membership on April 4, 2010 lists would be opened up after
collation of data for scrutiny to member/s of the city.
2. Any challenge on the credentials of a member which is not frivolous in nature
may be scrutinized on his discretion by the Election Commissioner or by an
appointed nominee by getting more details for example copies of utility or
telephone bills etc. A bogus entry if confirmed shall be struck off the register.
At this stage if there is a request to establish another chapter/s in a city,
borough, or suburb the applicant/s shall be asked to justify the same and such
Chapters of 30 members or more may be established.
4. After scrutiny and Chapter delineation the list for that Chapter shall be final.
5. In those cities/countries where membership is less than 30 the ISC shall
continue its policy of appointment of Coordinators.
6. Elections shall be held in those Chapters which have 30 or more members.
7. Nominations for positions described above shall be called in by the Election
Commissioner by a certain date and an email/SMS shall go out together with
announcement on the web.
8. Once nominations are scrutinized and finalized, all nominees shall be
informed of the same and if somebody wants to withdraw he/she would be
able to do so by a certain date.
Voting:
1. Elections may be held in different chapters on different dates as announced by the
Election Commissioner who may allot more than one day for voting in a Chapter.
2. Those Chapter members:
a. Who have an email address shall be given an email address for that
Chapter to vote.
b. Only those who do not have an email address shall be given a Cell number
to vote by SMS.
3. The Election Commissioner will count and announce the results. He will be
under oath to keep voter identification with reference to voting pattern in
complete confidence.
4. If there is a miscarriage because of any reason he can announce a new date and
have a re-election.
5. An appeals procedure shall be defined later.
Amendments can be made in the above rules as and when needed to improve procedures.
